    Some of the more difficult environmental problems facing the Department of Defense (DOD) include (1) chemical weapons destruction, (2) explosive waste remediation, and (3) unexploded ordnance clearance and extraction. It is conceivable that $50 to $100 billion will be spent by DOD for these three programs, offering unusual opportunities for environmental engineering and related firms. Military installations are similar to small cities in terms of population, industrial activities, and some types of contaminated sites. However, some cover an area larger than a small state. DOD has operated industrial facilities on its installations for several decades that have generated, stored, recycled, or disposed of hazardous wastes. Many of these activities have contaminated the nearby soil and groundwater. To study and clean up contaminated sites, DOD established the Installation Restoration Program (IRP) in 1975. In 1984, the IRP was made part of the Defense Environmental Restoration Program.The Secretary of Defense delegated cleanup responsibility to the Army, Navy, the Air Force, and the Defense Logistics Agency (DLA). Cleanup actions are usually accomplished under contract with private firms, which are monitored by the services. Most cleanup actions are funded through the Defense Environmental Restoration Account (DERA) and the Base Realignment and Closure Account. Congress established DERA in 1984 to fund the cleanup of inactive contaminated sites on DOD installations.The technology to clean up the conventional hazardous wastes on DOD sites are the same as those utilized for industrial sites, and well-documented by this publisher.However, there are three DOD programs that require the utilization of somewhat unusual or different technologies that have not been as well documented. These three programs are:1. Chemical weapons destruction2. Remediation of explosives contaminated soils and lagoons3.     State and federal regulations affecting hazardous air pollutants have produced an escalating dilemma for industrial facilities. While struggling to remain competitive and in compliance with environmental regulations, industry faces increasing requirements and potential liabilities due to emissions of hazardous air pollutants. Many states began establishing regulations governing the emissions of hazardous air pollutants after the 1984 accidental release of methyl isocyanate in Bhopal, India. After thirteen years of extended debate, the US Congress passed significant amendments to the Clean Air Act in 1990. These various regulations require industrial facilities to evaluate, control, monitor, permit and assess risk for a variety of listed chemicals considered hazardous air pollutants. Title III of the 1990 Clean Air Act Amendments provides for the permitting and control of sources emitting as little as ten tons per year of one of 189 federally listed hazardous air pollutants. In addition, sources emitting lesser quantities of 100 of these 189 hazardous air pollutants have to develop risk management plans to prevent accidental releases. This requirement is very similar to the Occupational Safety and Health Administration regulation for protecting workers from accidental releases. Approximately ten other federal regulations also deal with emissions of hazardous pollutants. In addition, state regulations address up to 460 hazardous air pollutants. Deadlines for establishing compliance with the federal requirements are currently being implemented for some industry categories and are scheduled to be completed by 2003.To effectively respond to this myriad of hazardous air pollutant regulations and maintain a viable business, owners and operators of industrial facilities need to understand: the pollutants that are regulated as hazardous, applicable state and federal requirements, sources of hazardous air pollutants, the quantification of hazardous air pollutant emissions, potential risks and liabilities, and the best means to establish a compliance program.This book provides a review of the regulatory requirements affecting sources of hazardous air pollutants, the methods for inventorying and measuring emissions, methods for evaluating potential risks and liabilities due to hazardous air pollutant emissions, and approaches available to reduce emissions and establish a hazardous air pollutant compliance program.

    One of the largest, most complicated and expensive environmental problems in the United States is the cleanup of nuclear wastes. The US Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radio-active waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling. DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades.The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.

These test methods, described in chapter 4, are related to oxidising solids, combustible solids, spontaneous ignition substances, and water-reactive substances. The final chapter gives examples of the safety assessment of various pyrotechnics.There are few books available on this subject and none so comprehensive. Each of the methods described is practical, effective and of low cost; and many of the application results are from the author's own laboratory. The book will be invaluable to those in public and industrial safety laboratories, R & D chemical laboratories, Fire Departments, explosives manufacturers, and those responsible for the transportation of hazardous materials.

Concepts such as concurrent design, total quality management, cross- disciplinary teams, and multi-attribute decision making are essential elements of life cycle design that help meet these goals. The framework for life cycle design was developed to be applicable for all product domains. It was written to assist not only design professionals but all other constituents who have an important role in life cycle design including corporate executives, product managers, production workers, distributors, environmental health and safety staff, purchasers, accountants, marketers, salespersons, legal staff, consumers, and government regulators.
